Under general direction, perform work of considerable difficulty in providing professional legal counsel involving independent judgment and latitude in making independent decisions to ensure that MSD's operations are conducted in accordance with applicable laws and policies and that MSD's legal position in contested situations is represented.
Essential Functions:
Perform a variety of complex legal work of a general and varied nature; perform complex legal research and analysis; prepare ordinances, resolutions, contracts, deeds, and other legal documents; provide accurate and timely legal counsel to District officers and employees; prepare legal opinions on a variety of complex matters; investigate claims and complaints by or against the District; advise the Civil Service Commission on legal matters; represent the District in Civil Service hearings and administrative agency proceedings, including the Equal Employment Opportunity Commission and Missouri Commission on Human Rights; manage caseload and supervise legal work of outside counsel; attend meetings and hearings and represent the District before federal, state, county, city and other official bodies; supervise and participate in the preparation of appellate briefs as assigned; represent the District in law and equity actions, including the preparation of pleadings, legal research, and briefs and the trial of cases before a judge or jury as appropriate; maintain records and prepare reports.

Perform related work as required or as delegated by Supervisor.
QUALIFICATIONS: Training an Experience:
Graduation from an American Bar Association accredited law school AND seven years of responsible legal experience, including significant experience in employment and labor law.
Desirable Knowledge, Skills and Abilities:
Thorough knowledge of municipal, state and federal laws; thorough knowledge of District ordinances; thorough knowledge of judicial procedures and rules of evidence; thorough knowledge of methods of legal research, established precedents, and sources of legal reference relative to District activities.
Considerable skill in conducting research on complex legal problems; considerable skill in preparing sound legal opinions; considerable skill in preparing clear and concise written presentations; considerable skill in presenting material clearly and logically in both oral and written form; considerable skill in preparing and presenting civil cases, including witness testimony, discovery and depositions; considerable skill in analyzing and preparing a wide variety of legal documents; considerable skill in establishing and maintaining effective working relationships with District officials, court personnel and the general public.
SPECIAL REQUIREMENT:
License to practice law in the State of Missouri.
Must possess a valid driver's license issued by the state in which the employee resides.
