Overview Under general supervision, obtain easements through privately owned land for the construction of sewers.
Essential Functions: Verify the location and ownership of rights of way; contact property owners at times convenient to same and explain need for easements and work to be done; negotiate payments for construction damage; obtain written letter of agreement for easement from property owners; investigate complaints of property owners during and following construction; appear in court as witness during condemnation procedures; confer with engineer in making changes in plans and required easements; by use of courthouses, municipal records, title companies and etc.
, obtain deeds of records for property information as requested; maintain records and prepare reports.
Additional Responsibilities: Perform related work as required or as delegated by supervisors.
Responsibilities Qualifications Training and Experience: Associate Degree in related field, or 60 college credit hours towards a related degree, or two of the following: Certificate of Applied Management I or 30 college credit hours; certification by the International Right-of-Way Association (IRWA) (or other approved equal licensure/certification program) in the discipline of Negotiation/Acquisition; AND four years of progressively responsible experience in easement acquisition, investigation, and public contact work.
Desirable Knowledge, Skills and Abilities: Working knowledge of public improvement construction terms, procedures, materials, specifications, etc.
; working knowledge of the operation of the District; skill in reading and interpreting maps and blueprints; working skill in locating individuals and property ownership; working skill in establishing and maintaining effective working relationships with property owners; ability to represent the District in court proceedings; ability to communicate in oral and written form; working skill in maintaining adequate records and preparing reports.
SPECIAL REQUIREMENT: Must possess a valid driver's license issued by the state in which the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.

Drug Test for this position.
Employees occupying this position are not subject to Federal (D.
O.

) Drug and Alcohol Testing Regulations.
Must be able to provide transportation for field work.
